OTT Webseries Blues In India: Tandav Just A Beginning Of The Tandava?
It seems, reasonably enough, that the outrage was waiting to happen. The growth of over-the-top (OTT) media service platforms that distribute video streaming over the Internet has been enormous over the past eight years in India; in 2018, its market value was over INR 21.5 billion which increased to INR 35 billion in 2019 and it is around INR 40 billion now. The market value is expected to grow at an exponential rate of 45% to reach around INR 138 billion in 2023 and over INR 158 billion in 2024. The platforms currently enjoy an audience of over 1.7 billion subscribers, which is expected to grow to 5 billion. billion this year, making it the second largest OTT market after the United States. Except for the launch of BIGFlix by Reliance Entertainment in 2008, the largest of around 40 OTT platforms like SonyLIV, Disney-Hotstar, Netflix, Amazon Prime, Voot, JioCinema and Zee5 started its operations in India between 2013 and 2018.
Initially, OTT platforms streamed feature films, documentaries, short films and the like, but over time they branched out into their own video productions of films, short films and, most importantly, series. Web, then broadcast them to their subscribers. who can take advantage of their smartphones, laptops and desktop computers. Herein lies the rub: regulatory bodies have been established for print and electronic media; for advertising spots; and for visual media, including feature films, documentaries and any other theatrical releases; however, for OTT platforms, called digital media which includes social media and all other online expressions, there were no regulatory bodies, which gave them a clear advantage over others.
After watching the streaming videos, especially the web series with up to 9-10 episodes, one feels, again quite reasonably, that what filmmakers can’t afford to do in film productions to be certified, they can do it in the most forgiving ways in OTT productions. This means they can allow their actors to say all the slang/abuse aplenty, they can show explicit sex scenes in graphic indulgence, and can also have unmeasured violence in gory detail. This enormous advantage was bound to cause concern and alert extremist vigilantes, sooner or later.
While other forms of media, despite being regulated, have faced attacks from extremist groups and fringe elements, web series productions, despite much bolder content, have continued to benefit from a kind immunity, with the exception of occasional PIL. This scenario may be explained by the fact that OTT platforms are mainly aimed at urban users with the necessary equipment, and viewing is essentially personal with headphones plugged in. Thanks to the Digital India connectivity campaign, the emergence of the Jio mobile phone and internet services, and the resulting collapse in mobile phone and internet charges everywhere, subscribers’ doors have also been opened to the huge area of rural India.
Naturally, the Indian government then began to think about the possibility of bringing all of the growing digital media under its control. The management mandarins of OTT also sensed this, and they came up with a formula for self-regulation, meeting, at the beginning of 2020. But the government rejected this proposal, and finally in November 2020, the Indian government, through a Gazette notification signed by the President of India, has placed all digital media under his control i.e. under the control of the Ministry of Information and Broadcasting. After volleys of protests and concerns, the picture is still unclear as to how this regulation would work in practice.
And finally, all hell broke loose as the Hindutva groups have vehemently protested Amazon Prime Video’s new web series, Tandav (Catastrophe), objecting to certain scenes in the series meant to mock Hindu gods. The government of Uttar Pradesh has gone so far as to file FIRs against producers of Tandav, and even threatening arrests. The ruling National Party, as usual, has fully backed the chorus of action, with some of its leaders pledging to get these producers to book, at all costs. The producers were also summoned by the Ministry of Information and Broadcasting for explanations. The bustle turned into a full Tandava as objections have also been raised against seasons 1 and 2 of Amazon’s most popular web series “Mirzapur”, after months of streaming.
Whatever the premises of the objections, it is worth recalling here the Web-series concerned Tandav is very poorly done and ridiculous, and it doesn’t even deserve controversy and free publicity.
We can give two laughable examples here: firstly, the Prime Minister of India, as depicted in the series, dines alone in the huge room without even a single uniformed attendant around, and obviously there was no security guards or reception rooms outside because her political rival bursts in, sits down next to her, snatches her plate and starts eating it himself while delivering the dialogues; second, a lady carrying a bag of INR 10 million in her car, enters the most protected VVIP area of the supposed national capital, gets out of the car with the bag, walks to a street bin and pushes the bag, then she walks into another campus, confronts one more trash can, refuses it by knocking over the items, selects her designated item and drives off in her car, and while she did all these actions, not a soul was visible in the large area, forget security personnel or other cars. At so many other scenes, objections can also be raised, even by neutral connoisseurs of art and cinema. But why at all? It’s best to let a bad piece of art sink without blowing a bubble.
However, this is not the current meaning. Amazon Prime and all crew members of Tandav apologized unconditionally, and even the contentious scenes have already been deleted. But no! the so-called protectors of religion and culture would see them arrested and punished lest others dare to do so! In an already polarized and deeply divided society, this does not bode well for the future of art and creativity in the country. Unfortunately, this Tandava, not at all related to the revered Lord Shiva, will only intensify further. It is high time for the Indian government to release specific details of the planned regulatory measures.
